Group 1. Medical Records and Coding Standards

Medical information must be produced that is reliable, communicable, compatible and comparable in the European multilingual environment. Standardisation and harmonisation cover medical nomenclature, terminology and classifications. The use of standards should preserve the differences in the way the health care professionals actually work, while allowing them to communicate and use the information for comparison, research and analysis.

The patient data should be accurate and correspond to reality, should be significant and relevant to the diagnostic/therapeutic decisions to be taken, and should be sufficient, by including all the elements of information required. The primary objective of this project line was to improve the description, understanding and use of these terms, for implementation among all users in the health care sector. The following projects were grouped into this line:

CARDLINK Patient Data Card and Telematics
DIABCARD I&II Communications in Diabetes using 'chip' cards
DIABCARE-Q-NET Diabcare Quality Network in Europe
EDIFORHEALTH Analysis and Recommendations for EDI in Healthcare
EUROCARDS Extending the use of Patient Data Cards in Europe
GALEN Generalised Architecture for Language Handling
GEHR Good European Health Record
IDMR Intelligent Decision Mapping Record
MARGOT Medical Archive Generation with Object-Oriented Techniques
MEDIREC Electronic Medical Record
MENELAS An Access System for Medical Records using Natural Language
OPENLABS Informatics and Telematics for Optimisation of Clinical Laboratory Services
TANIT Telematics for Anaesthesia and Intensive Therapy
TELENURSE Telematics for Nursing

Their results have been:

The results also addressed the need to facilitate portability and the transfer of information between different systems and the translation into different languages as described in the section above. The projects will also develop facilities to assist the communication of laboratory results and other complex data types, such as medical images and ECG signals, which will be incorporated into the emerging standards.
