Group 4. Primary Care and Resource Management

Computer based systems are indispensable to properly manage the financial, human, and material resources of the health care fabric, and at the same time, they represented one of the domains more highly appreciated by health care managers, as its benefits could provide gains and improvements on a short term period. In addition, the key role of family doctors and primary care in the re-shaping of health systems indicated the need to address this domain, investigate the needs, and provide for the adequate linking of this layer of care systems with the secondary layer and beyond. The following projects have been grouped into this line:

CAMIREMA Case - Mix and Resource Management
HELIOS-2 Hospital Object Software Tools
PRIMACARE Concerted Action on Primary Health Care
PRIMCARE Strategic Investigation on the telematics application needs in improving information services in Primary and Community Healthcare

This area, which had not been covered in a satisfactory way by the first call for proposals of the programme was mainly addressed by the second call through concerted actions, to identify needs and priorities. The project HELIOS-2 continued the task of developing a fully integrated medical software engineering environment, paying special attention to the software re-usability and to the object-oriented approach.
