Group 6. Application Framework for Telemedicine

The purpose of Telemedicine is to integrate information and telecommunications technology in such a way that health resources outside the local organisations can be systematically used in the activities of the health service.

The following projects have been grouped into this line:

AFASIA A standard framework for AIM selected interconnected applications
EMDIS European Marrow Donor Information System
EPIC European Prototype for Integrated Care
FEST Framework for European Services in Telemedicine
ISAAC Integrated Support Communication System
ISAR Integration system architecture
NUCLEUS Customisation Environment for Multimedia Integrated Patient Dossier
SHINE Strategic Health Informatics Network for Europe
TELEPRIM Telematics services for primary care
TRILOGY Health care telematics services implementation framework

The projects in this line was broken down along two subareas: the domain of networks and databases, involving the projects ISAAC, SHINE, EMDIS and NUCLEUS, and the domain of telemedicine, addressed by the projects EPIC and FEST.

Their results have been:

All projects were concerned with the applications of services in different areas with a common interest in the characteristics mentioned above. Not only are the requirements and architecture were addressed across the spectrum of care from hospital to home but also the creation of a common framework for the establishment of telemedicine services across Member States.

The main groups of users considered were:

  1. The health care professionals (nurses, general practitioners, physicians in ambulatory centres, medical specialists in acute care...)
  2. Other professionals involved in the broader provision of care process (managers, researchers, epidemiologists, technicians, information engineers, statisticians...)
  3. The citizens (potential patients, representative groups, environmental and charitable groups...)
