The project has implemented and demonstrated a patient held smart card medical record for particular applications in case of medical emergency. The record is electronically stored in a secure form on the smart card and may be accessed and updated by the general practitioners, hospital specialists, pharmacists and authorised administrative staff. The application provides a seamless information key linking primary and secondary healthcare providers. The core dataset is conform with the decision of the Council of Ministers for the development of an emergency health passport and with the Eurocards recommendations. Cardlink, running in 5 regions in 4 European countries, is a key project to test the inter-operability of emergency cards and the synergy between cards and the use of telematic networks in healthcare. The achieved results are a practical demonstration of the efficacy of smart cards in emergency. The implementation in the participating regions is interoperable in terms of core administrative and emergency information which are accessible in any country regardless of which commercial company supplies the smart card, the reader or the interface system.
