The key obstacle to the commitment of health care and telecommunications operators in the investments necessary for the development of large scale telematics applications to the health sector in Europe is the lack of reliable quantitative data on the costs and benefits of such a development. There can be no credible strategy on that matter as long as a quantitative basis for opportunity cost comparisons does not exist. The objective is to initiate, through a small scale pilot study in a homogeneous and representative group of hospitals and General Practice, a quantitative analysis of the technical issues and the costs of developing health care telematics The study will be limited to France, as a template for extension to other European Countries.
