Each year, European citizens make an average of 1 billion consultations to health care institutions. The information generated in only one of the 15,000 hospitals in Europe (1 Gbyte per day and 16 Gbytes considering external consultations) is considerably higher than the information generated in a large city stock exchange market. The appropriate handling and use of this huge richness of information is essential to preserve citizens' health and to ensure an efficient management of health care sector, which is the largest service sector in western economies. Patient records, the basis for patient information management, differ considerably across departments, hospitals and countries, though they have common characteristics. Several groups work towards the standardization of medical records, but it is unlikely to obtain practical results in the short term. This explored another alternative consisting in making patient records compatible and making it possible to exchange information between them and integrate the results, allowing, at the same time, each department the freedom to structure the information as they prefer. The project, based on advanced object-oriented technologies, will developed a patient record model, and a set of computer-based tools to edit and manage medical records, and exchange and integrate information between them.
