The European market for hospital information systems is extremely fragmented and dominated by foreign (mostly American) systems and systems developed locally. The market is potentially very large. To conquer a major share of that market a vendor will have to be able to present a comprehensive, open and user friendly system complex, that respects regional differences and regulatory aspects. The ESPRIT project RICHE is about to have defined a reference architecture for a European hospital information system. There are some gaps in that structure and the NUCLEUS project is closing one gap related to the structuring of the patient dossier based on the "intelligent act management system" developed in RICHE. This is done by the development of a prototype of an integrated patient dossier including the Professional Information Administration facilities ensuring consistency, completeness and accuracy of patient data. Data protection and access control issues are addressed. The prototype will be tested and validated by end-users.
