The demand for quality and efficient health and social services from citizens is raising . Policy makers and health providers are striving to indentify the best approaches to meet these demands. From the economic point of view, any improvement in the overall efficiency of the system will have important repercussions. Regional and community care is one of the focal areas for service improvement. The business analysis methodologies used in other sectors to identify areas of improvement and to ensure the best use of resources are tailored to the health care sector in this project. SHINE developed a methodology for the elaboration of information technology strategies based on health care business needs, a common information systems architecture for regional and community care and a set of common services that could be implemented in any region in Europe. These results should help regional health care mangers implement telematic infrastructures to improve the overall efficiency of regional health care. The consortium includes the World Health Organization, associations of general practitioners, national health services, university hospitals and information technology companies.
