Overview

European concerted action to enhance the development of consensus on methods and criteria for assessment of information technologies applied in health care.

Purpose and objectives

Information technology and telematics (IT&T) are often put forward as important instruments to improve quality and efficiency in health care. While concern for the ever increasing health care costs is growing, a demand for such instruments seems evident. However, in a climate demanding for cost-control, evidence for effectiveness of new technologies is requested. Such evidence is often not available for information technologies, whereas they too have to demonstrate to provide value for money.

Demonstration of the effectiveness of information technologies is not simple. The majority of information technologies support the information infrastructure: e.g. they allow data processing of large data volumes, they increase the availability and completeness of information, or help health care professionals in decision making or therapy on the basis of this information. Proving their specific contribution to outcome and efficiency is difficult. as so many other factors influence the health care process. The few attempts to assess effectiveness of information technologies mostly result in ad hoc methodological solutions, which are not generally accepted.

In order to provide information technologies a better market position, generally accepted methods and criteria for validation (assessment and evaluation) need to be defined allowing proof of their merits for efficiency and quality in health care.

The Accompanying Measure ATIM started April 1993 to co-ordinate and stimulate this process. ATIM builds on the work in this area in the AIM programme.

Results

ATIM resulted in enhanced communication between these projects in the area of assessment and evaluation, and an increased awareness of available methodologies for evaluation of information technologies in health care. Concrete ATIM products are: a Literature database accessible through WWW and a book published through IOS Press, with first guidelines and practical examples from 3rd Framework "KBS" and "Imaging" projects.
