Mike is the EHTO Journal Editor and is a member of the Observatory's Consortium Management Board. During the early part of his 20-year career, as a Civil Servant in the Department of Health, London, he gained experience in health services organisation, and emergency planning. However, for the last 12 years, Mike was engaged in healthcare information management, with the NHS Executive's Information Management Group (IMG). As Projects Director, he was involved, principally, with the primary care sector and his contribution to the development of GP and Family Health Service Authority information technology is well known. He was involved in the AIM Concerted action EUROCARDS, and was the UK representative on the Steering Committee and Convenor of the Working Group which examined the administrative uses of smart cards in healthcare. Last October, Mike left the IMG to work on the 4FP supporting project, the European Health Telematics Observatory. |
He is an active member of the British Computer Society's Primary Health Care Specialist Group and is the Special Interest Group and Conference co-ordinator
The first issue of the Observatory's Journal has been timed to coincide with HC96, a significant occasion in the healthcare informatics calendar. I have attended every HC Conference and Exhibition (a distinction shared by only a few), and understand the importance of the event to healthcare professionals of all disciplines.

amongst those who are responsible for providing the best patient care possible, often with limited resources. Managers won't be prevented from spending money, but they can be encouraged not to waste it.
The objectives of the Observatory are described in some detail in this issue; its role as a bridge between users and suppliers in meeting their information needs is highlighted by profiles of the people who will provide the service to meet their demands. This Journal is part of that service, and it is my aim to fulfil DG XIII's expectation that we should support individual health telematics projects in their efforts to make their results known, widely, throughout the Telematics Programme. To that end, I shall be contacting all project Co-ordinators, inviting them to discuss with me their requirements for dissemination of information. Future issues of the Journal will bring news of activities beyond the European Union member states, the first of these will be coverage of the joint EU/South Africa Conference on Telematics for Health and Disabled & Elderly People, to be held on 16,17 and 18 May 1996. The Eastern European scene will be the subject of a special report, later in the year. Mike McCurry
