| EHTO will collect, analyse and make available in a user-friendly form information on development in the field of health telematics. It will contribute to the deployment of health telematics applications and standards in Europe. The objectives are to help: user groups to define their requirements; decisionmakers in their choice of telematics solutions; and industry to deliver more appropriate products. The information held by this European Centre will be classified into categories corresponding to the needs of the different sector actors. |
From the experience obtained under previous Framework Programmes, it has become clear that little information is available about the overall impact of health telematics R&D on the health care sector, on the health telematics market and on society more generally.
The purpose of the proposed Sectorial Support Action is the creation of a European Health Telematics Observatory (EHTO) which will collect, analyse and make available in a coherent and user-friendly form a wide range of information on developments in the field of health telematics, using a range of methods and tools varying from traditional publications and workshops to multi-media services. This Action will benefit programme participants, projects and health telematics users.
The Observatory will :
- create an Information/Knowledge Base to disseminate and promote project results and make available other up-to-date information, using a variety of technological approaches (in particular Internet using World Wide Web) and theme-specific workshops and conferences.
- demonstrate, using appropriate technology, the prototypes and products developed within the health telematics domain. The availability of a Demo Site, offering a wide range of information in a readily accessible and user-friendly form, should permit the user community to obtain both factual and evaluative information.
- develop a Market and Innovation Watch Activity designed to monitor health telematics developments in Europe, Canada, the United States, Japan and other countries of strategic interest.
From the outset, one of the activities of the Observatory will be regular reports giving a series of snapshots of the current health telematics environment and its likely evolution.
Strategic analysis of the products and prototypes produced within the Health Telematics Programme according to some fairly specific criteria would therefore constitute a first important stage of the work to be accomplished. Another essential element of the work will be to initiate the scientific analysis of the results of projects according to their impact on certain more transversal issues : quality of health care delivery, health care organisation, economic and social aspects, legal and ethical issues and the competitiveness of European industry.
The European Health Telematics Observatory will represent an unrivalled source of health telematics information, carefully analysed and classified. Equipped with a Demonstration Site, itself the hub of a group of satellite centres, it will bring together in theme-specific workshops and cascade conferences the entire range of actors from the health telematics sector, including top policy makers.
By virtue of its multi-faceted approach to health telematics, the Observatory will rapidly constitute a European pole of information and activity, and a starting point for health telematics deployment.
The Observatory will be in a strong position to capture all the know-how and experience of the sector. It will carry this forward to the future, serving as a catalyst for new initiatives in the context of the Global Information Society
