WP03 - Information/Knowledge base

Objectives and rationale

The objective is twofold:

Firstly to establish a pool of information in the domain of health care telematics at the observatory and to keep this information as complete and as up to date as possible.
The second (and equally important) goal is to make this information as accessible as possible. Internet will undoubtedly be the channel most fit for this purpose.

Description

Preparatory Phase

• determining performance requirements for the Internet server
• purchasing the hardware platform(s) required
• purchasing licenses for the additional software (www-platforms. editors, ...) required
• make arrangements with a point-of-access provider for Internet
• enquiries for E.H.T.O. user groups
• education and training of personnel

Installation Phase

• installing hardware
• installing operating system and supporting software
• installing, configuring and activating the WWW server parts
• installing graphical user environment, including HTML editors

Operational Phase

• regular backing-up and checking back-ups
• auditing for security breaches and user access
• gathering the information and checking its validity and authenticity
• analysing and studying the documents received
• converting to HTML format
• providing hypermedia links
• auditing for usage statistics, overloads , . . .
• accounting for billing purposes (if necessary)

• (D. 03. 1) guidelines for information providers (after 3 months) (public)
• (D.03.2) guidelines for retrieval (after 3 months) (public)
• (D.03.3.X) the information/knowledge base (continuously updated with first accessible data after 4 months) (public)
• (D.03.4.X) Frequently Asked Questions list (continuously updated with first accessible data after 4 months)

Achievement indicators

• the number of inputs and of information providers
• the number of accesses and requests to the information/knowledge base
• overall amount and type of information available
