Medicare Payment for Diagnostic Technology: Siemens Chief Medical Officer Offers Perspective on the Health Affairs Blog

On the Health Affairs Blog, Don Rucker, vice president and chief medical officer of Siemens Medical Solutions, offers a perspective on Medicare payment for imaging services and other diagnostic procedures. Rucker argues that Medicare payment should be based on the “marginal benefit” offered by a diagnostic test -- as measured by the impact of the test on the cost of “the total episode of care" – and not on the “average cost” of the test.
