IEEE Transactions on Information Technology in Biomedicine

Special Issue on

EMERGING HEALTH TELEMATICS APPLICATIONS
IN EUROPE

Throughout the world, information and communication technologies - telematics technologies - form the basis of a new era in the practice of medicine and the delivery of health care. It is characterised as a revolution based on information and the expression of human intelligence targeting to improve the efficiency and efficacy of health care delivery. Europe is actively participating in this revolution both through national strategic plans as well as European initiatives such as the research and development programmes of the European Union. The main objective of this special issue is to provide a forum for a dissemination of current European activities in health telematics. Papers are invited in the following areas:

Enabling systems and applications for healthcare professionals:
Departmental and hospital information systems, knowledge based systems and decision support tools, electronic healthcare records; Virtual environments and advance imaging systems, picture archiving and communication systems (PACS), 3-D animations and virtual reality applications; Systems for quality improvement, therapy planning and training, links to knowledge, resource management systems and services.

Co-operative working environments:
Health information networks - networking the complementary care centres for continuity of care, secure networks for medical applications, internet based co-operative work, distributed patient records; Telemedicine - teleconsultation, telediagnosis, integrated health emergency systems, mobile healthcare providers; Telematics for healthcare products and surveillance, home care monitoring, information systems for citizens.

Emphasis should also be given to the following issues and technologies: user acceptance, quality assurance, standards and interoperability, human-computer interaction, integration platforms, accessibility, security and confidentiality, medical terminology, world wide web, high-speed secure networking.

Manuscript submission

All submitted papers will be peer reviewed by following the IEEE Transactions policy. Please submit your manuscript in electronic or hard copy form following the information for authors given in the Transactions. Special attention should be given to the instructions for manuscript style and paper length. Information is also available at http://titb.nextgeninter.net/. Authors are strongly encouraged to submit a PostScript version of their full paper by anonymous ftp to zeus.cc.ucy.ac.cy, and put the paper in the directory /incoming/titb. Files should be uniquely named: <author-surname.firstname>.ps. In addition, authors should notify by e-mail to schizas@turing.cs.ucy.ac.cy the title of the paper, the corresponding author and address, and the first two choices for the topics of interest as given above, under which the paper can be classified.

Alternatively, papers can be submitted in paper format (one original and three copies). These submissions should be accompanied with a diskette with the paper in MS Word format, or TEX on IBM PC or MAC, including all figures. In an accompanying letter, authors should specify the title of the paper, the corresponding author and address, and the first two choices from the topics of interest as given above, under which the paper can be classified.
