Overview

The Red-Cross Overall Emergency Resource Management System (RECOVER) is a platform that provides support for the co-operative management of resources and disaster information during the most important phases of the disaster life-cycle.

The disaster life cycle describes the process through which emergency managers prevent disasters such as fires from occurring, prepare for emergencies and disasters, evaluate and respond to them when they occur, help people and institutions recover from them, mitigate their effects and reduce the risk of loss.

This RECOVER project takes place in the frame of the fourth framework Telematics Applications Programme of the European Commission in the Health Care sector. It involves SPACEBEL Informatique, Inforpartners, da Vinci, Norsk Eiendomsinformasjon, the Red-Cross European Liaison Bureau and the members of the European Trans-Border Disaster Relief Working Group.

Purpose and objectives

A major part of the Red-Cross day to day activity, disaster preparation and response, consists of an efficient resource management in time and location requiring National and sometimes International co-ordination. This co-ordination can only be achieved through the exchange of information and interactions between all those involved at the international, national, regional and local levels. In case of disaster, a correct evaluation of the situation can only be achieved if the multimedia geo-referenced disaster information coming from different sources can be gathered, stored and analysed in the most efficient way.

The objective of this project is to provide National Red Cross Societies with a telematics application for the support of resources and disaster information management during each phase of a disaster’s life-cycle. The project is based around the existing pan-European Red Cross Border B Disaster Relief Working Group which includes German, French, Belgian, Dutch and Austrian Red Cross Societies and takes advantage of the already planned international exercises for the validation phase. The Red Cross European Liaison Bureau acts as the representative of the user group for what concerns the definition of the user requirements and the specification of the demonstrator.

The expected result of this project is a validated demonstrator together with procedures and guidelines for operational, administrative, legal and data handling aspects. The exploitation plan will include a survey of the interest amongst the National Societies, and for those committed, a detailed approach on how to implement the system.
