Overview

Clinical Movement Analysis Laboratories (CMAL) are more and more important for Motor Rehabilitation. Motor Rehabilitation involves some two or three thousands person per million, and such a percentage is growing due to ageing of population. Children with central nervous evolutive motor disorders (Cerebral Palsy) are examined in such laboratories all over the world, in order to plan proper treatments, Stroke patiens can have a reliable prognosis through Movement Analysis, preventive assessment of elderly with respect to the risks of loosing motor autonomy can be planned. The socio-economic impact of CMAL proper operation will be large: a proper Functional Assessment implies more efficacious Rehabilitation and effective prevention, reducing time spent in the hospital (social costs) and improving autonomy (personal quality of life).
An increasing number of CMAL is being established in Europe. At present their shape, size, operation and equipment are largely dependent on the history of the laboratory and of the personnel. The cost of the tests is being paid by the Public Health-Care systems or by Insurance companies, who will want to justify such cost and have guaranties on correctness and reliability of the tests. This means that the Quality of the operation of the laboratories has to be assured in a uniform way all over Europe. Comparison of the results of the labs belonging to the same Region (e.g. Europe or US) has to be also performed. Due to the large amount of data and information to be managed for comparing such results and due to that such data are intrinsically non-homogeneous (they are alfanumeric information, signals, images), proper communication protocols have to be followed, too.
Hence there is the need of “Best Laboratory Practice” rules and of standardisation of data and tools for information storage, retrieval and communication.
CMAL accreditation will be soon a must., also because the already started initiatives in that direction in other parts of the world, in particular in the United States.
ABCMALE shall establish an Accreditation Board to provide CMAL and manufacturers with such rules, and to award CMAL an accreditation certification. This has to be done on a pan-European basis with the approval and through the concertation of Scientific and Professional societies, manufacturers, Health Care authorities and care-payers organisations. All these categories of Users of the results of ABCMALE are members of the Consortium and/or represented in the Project User Group. This latter will have an important role in the Identification of User Needs and in the Validation of the Accreditation System who will support the accreditation procedure.
The operation of the Accreditation Board, the interaction with the Laboratories applying for Accreditation, the dissemination of the “Best Laboratory Practice” rules and the presentation of examples of proper operation will be done by telematic links because of two kind of reasons. From one side, as already indicated, the operation of the laboratories produces large amounts of non-homogeneous information that needs telematic links to be quickly and timely communicated. From another point of view the exploitation of such links for Accreditation will reduce costs and time, and will improve efficacy and reliability of the accreditation process. Notice that such links will be available at the applicant labs for their current operation, anyway.
The demonstration site is virtual, with the server of ABCMALE information system acting as accreditation node, to be addressed by the European applicant laboratories and being in charge of managing the consultation among the members of the Board.
The costs are limited, because of re-use, with adaptation, of specific and generic products/services coming from previous EU funded projects (namely CAMARC-II and BRITER).

Purpose and objectives

ABCMALE is aimed at establishing an Accreditation Board to provide CMAL and manufacturers with “Best Laboratory Practice” rules and with guidelines for the standardisation of data and tools for information storage, retrieval and communication, and to award CMAL an accreditation certification. The Accreditation procedure and the operation of the Board will be performed via telematic links for the sake of time and money economy and for the sake of efficacy. This implies the following objectives:

Results

The main results of the project will be the accreditation procedure and the definition of the standards to be met for receiving accreditation.
The impact of ABCMALE is on: first to ensure the Quality assurance of the CMAL operation and later on to improve it.
Consequently, the impact will be on the improvement of the cost/ effectiveness of Motor Rehabiliatation and of Health Care with respect to disabled and elederly.
