Overview

Star is delivering solutions to enable healthcare to be delivered seamlessly between different care providers within a region. It has performed a detailed analysis of user and business requirements for seamless care in ten regions across Europe. This has led to the specification of generic services to support the care processes and an extension to well-founded architecture for open healthcare services. The services are being integrated with legacy systems and new end-user applications are being developed in order to demonstrate the benefits of seamless interworking of healthcare information systems.

Purpose and objectives

The project’s mission statement is:

The integration, development & validation of open common telematic systems & services that enable a continuum of care for patients.

This overall goal breaks down into four main objectives:

  1. To understand and deliver through demonstrations, the benefits of seamless care to patients and providers.
  2. Integrate and develop close to market telematic service products.
  3. Produce generic open system solutions for heterogeneous legacy systems.
  4. Produce, publish and promote protocols & guidelines for interoperability.
The objectives will be achieved through the merger and application of previous EU projects and thus forms a valuable validation of previous R&D work.

The generic telematic services represent the set of common functionalities and the associated services to be provided by the underlying information system enabling the star? project to fulfil its objectives of supporting seamless care in a telematics environment, in the following four areas:

This is being achieved through a ten user-led demonstrator sites across Europe.

The main results of the project are:

The star? architecture

The star? architecture provides an overall design basis for the project’s development and integration activities. It specifies the external behaviour of the star? system components but not the internal characteristics of any system component. It treats system components as objects, encapsulations of data and functions, providing services to other objects and using other objects’ services.

The architecture has been designed using a tool jointly developed between star? and PRESTIGE called ‘Architecture Repository Tool’ (ART). This tool has been developed to support and industrialise the design and maintenance of open information system architectures. Such designs are usually complex, part of multi-partner projects, taking into account both user requirements and also existing available technology that partners want to re-use, and most importantly they need to focus only on externally observable behaviour.

A set of telematic services to support seamless care in the region

To support the delivery of seamless care within a region requires the development of generic ‘telematic servers’ extending those defined within RICHE and augmented with services specific to inter-organisational transactions. In summary, the services developed by the star? project include:

Demonstration sites

There will be up to ten demonstrator sites in star? in the following regions: Charleroi (Belgium), Uusimaa (Finland), St. Etienne (France), Crete (Greece), North Eastern Health Board (Ireland), Lombardia (Italy), Schiedam (Netherlands), Basque (Spain), Stockholm (Sweden) and West London (UK).
