Overview

Emerging shared electronic patient records stand in need of integrating nursing relevant subsets of data and functionality’s linked to the need of nurses to measure nursing electronically through structured clinical data in order to meet the growing demand for evidence of clinical quality.

The answer in nursing to this need has been to initiate the development of the International Classification for Nursing Practice (ICNP) which was launched by the International Council of Nurses representing 112 national nurses associations. In nursing entry of structured data for purposes of daily systematic documentation and abstraction of coded data for purposes of monitoring and developing clinical outcome quality are considered two inextricable aspects of the use of classifications for measuring nursing representing two vital aspects of shared electronic patient records, viz. electronic records as a tool for collection of data about the individual patient and electronic records as a valuable source of information about clinical outcome quality of nursing care. However, the response of European health telematic suppliers to the need for measuring nursing electronically through structured clinical data has been hesitant even though a small investment in telematic applications in response to the needs of nurses most surely will produce an extraordinary incremental return due to the enormous market potential of 1.6 million European nurses.

Purpose and objectives

Up till now the accompanying measure Telenurse has promoted the use of ICNP in Europe following a double strategy: 1. Organisation of dissemination conferences on a European level and dissemination meetings on a national level, including translation of the alpha version of ICNP from English into 14 European languages. 2. Building of simple demonstrators illustrating possible real uses of ICNP in shared electronic patient records. TELENURSE: ID proposes to strengthen these activities by extending both strands of the double promotion strategy: 1. Organisation of dissemination conferences in CEE countries, including translation of the ICNP into Central and Eastern European languages: 2. The simple demonstrators of nursing subsets of shared electronic patient records designed and built so far will be carried through to the demonstration phase.

Results

TELENURSE: ID will produce two main stream of exploitable items, viz. both IT-products encompassing an assortment of integrated nursing subsets of electronic patient records produced by leading suppliers and validated by a large number of committed users and a proposal for an improved beta version of the ICNP (the alpha version was with permission from ICN launched by Telenurse) as a unifying framework for electronic documentation of nursing care in Europe, including member states of the EU as well as CEE countries.
