Overview

In many countries, telemedicine services are used only to supplement existing medical services in ensuring equal and timely access to healthcare in under-served or isolated areas.
Moreover There are a number of telemedicine services which have been identified as useful for general practice. It is claimed that the quality of primary care would be improved if practitioners could access computerised population and patient databases, computer knowledge bases and literature retrieval systems.
By October 1995, three United States companies were running telemedicine services directly into the home. The catalyst for home monitoring is identified as being the current drive to save hospital time and space.
One of the more futuristic considerations of telemedicine relates to the possibility of transmitting medical services around the world to underdeveloped areas where there is great need

Purpose and objectives

The objective of TELEPLANS is to establish a Forum that will put bring together national healthcare authorities, key decision makers and users of telemedical applications to share their views and experiences on requirements, necessary information and planing for the establishment of telemedicine services. The TELEPLANS Forum will consist of the various national actors in telemedicine from the EU member states as well as from Australia and Canada and it will closely follow the situation in the USA and JAPAN. Thus, though consensus on requirements and methodology TELEPLANS will support telemedicine by monitoring progress and validating results of the RTD&D projects on telemedicine. TELEPLANS will also draw the attention of influential national decision makers on the potential of telemedicine and will catalyse strategic actions at international, national and regional level.

The following basic actions are planned:

Internet facilities will be extensively used as the infrastructure for information collection discussion and dissemination. Workshops, Virtual round-tables and video-conferences will be regularly organised on selected topics while TELEPLANS results will be published both electronically and in paper form for dissemination. In this way TELEPLANS by raising awareness as to what is going on and what is planned, will help avoid duplication and waste of efforts.

Finally TELEPLANS will generate validated indications and guidelines for the identification of priorities and planning of investments in sector of telemedicine, and will assist in the identification of correct performance and success indicators in order to measure the impact and to validate the results of pilot experiments.

TELEPLANS will start with a preliminar collection of information, technical data, standards, user requirements etc in their respective countries on the Telemedicine Experience (not only those financed by the EC commission). The work will consists of four Workshops: in the first the Partners will report about the preliminary collection The workshops will be structured in 4 Special sessions each one dedicated to the following themes:

After this a permanent virtual conference will be made available on internet http://biomant.die.unina.it/teleplans in order to give to all qualified people the possibility to participate to the discussion.

Other Two workshops will contribute to co-ordinate the work of the Partners

A Final workshop will draft some guidelines for the future trends in the telemedicine applications.

Each of the above mentioned themes will correspond to a specific WP because Partners will work and will give their contribution in collecting data, contributing to the virtual conference, participating to the workshops and in writing the deliverables. In all these activities they will focus the attention about the experiences in their countries and where possible around the world.

Results

TELEPLANS will address the cost effectiveness issues and the telematic management issues associated with the practice of telemedicine. Given the scarcity of relevant experiences and material on the particular subject, it is necessary to resort to the experiences of those that have been practising telemedicine.. In this respect, a great deal of what is reported here is based not only on actual fact (rather than theory) but also represents hard won knowledge.

TELEPLANS aims to keep telemedicine practitioners and interested parties informed of legal developments affecting telemedicine.

TELEPLANS aspires to define a European model for the provision of telemedicine services based on the electronic transmission of medical information between interconnected, geographically separate health care facilities. The TELEPLANS model will not be limited to medical diagnostics but it will encompass all cases where the actual delivery of telemedical services involves a patient who is not located where the provider is.

TELEPLANS will identify the kind of projects that both technologically and in economic terms can promote the development of the new telecommunications networks (Information Highways) as these are foreseen in the Bangeman Report. TELEPLANS will finally contribute to the development of the telematic marketplace not only by generating traffic over information transmission networks but also by promoting interoperability of applications, information sharing and, finally, by steering the market in the right direction. The wide involvement of significant user groups, industrial partners and telecom operators, that join together under the TELEPLANS will identify, in the words of the Bangemann report projects that “have the demonstration functions that can support a wider use”.
