Overview

The overall goal of VATAM is to consolidate the results of validation in projects in the health telematics area. VATAM provides methodologies, supports validation in health telematics projects and enhances dissemination of validation results. Eight health telematics projects (CoCo, DIABCARD, HANSA, HORIZON, ISAR-T, PRESTIGE, SAMMIE-II, SYNAPSES) participate in VATAM as an associated partners. Beside these, each health telematics project can and is invited to apply VATAM methodologies on a voluntary basis.

VATAM:

VATAM's validation framework is based on a European-wide consensus and offers methods, tools, expertise, literature databases and education segments that will open the market for Technology Assessment as a rational means to validate Health Telematics Applications. By applying the appropriate methods, effects of applications; whether they are cost savings, productivity gains, improved quality of care or Health process redesign can be proven to exist, instead of just indicated on a small scale in the past. This will provide an excellent opportunity for assessors in Europe in general and the consortium members in particular to open the market for their consultancy activities and tools. In the long term, adequate validation will open the market of telematics products and services in health care and will help decrease costs and improve quality.

Purpose and objectives

There are many actors (stakeholders) in the health care industry that have an interest in the impact that ICT applications in health care may have. Policy makers need to know what impact ICT applications have as they have to decide whether to promote the use of ICT or not. Demonstration of improved care by using ICT applications is not only of interest for patients, but insurance companies also have an interest. Physicians can be supported by using ICT, not only for their daily work, but also for training and quality assurance/audit purposes. Hospital managers need to know the costs and benefits on a wide range of issues (e.g. organisational, economical, psychological issues) when they have to make investment decisions.

Unfortunately, most of the reports on costs and benefits are only fragmentary, dealing with one or a few issues. For a good evaluation of ICT applications in medicine, three disciplines have to meet: medicine (or health care), informatics and technology assessment.

The objective of VATAM is to provide guidelines and assistance to those that are in need of a proper assessment of ICT in medicine. VATAM bases these guidelines on assessment activities by 3rd framework projects (the ATIM Project) as well as on planned validation work of eight selected projects in the health care sector of the Telematics Application Programme of the 4th framework programme.

Validation of the guidelines will be performed by assisting the eight selected projects in their validation activities. The VATAM guidelines will also be used in other TAP projects as well as in some non-EU funded activities.

Another objective of VATAM is to identify and assess the market for validation and assessment of ICT in health care. Such a study will enable interested parties - like the participants in VATAM - to open the market in an efficient and effective way.

Results

The main result of VATAM will be the guidelines (deliverable D03.3). These guidelines will be available as a report, but also on VATAM's web server in the form of a searchable / browsable knowledge base.
The industry model and the market study (deliverable D5.03), including an overview of tools and methods used by major suppliers will be a valuable document for organisations that seek to open the market for assessment of ICT in health care.
An other result of VATAM will be the consultancy that is given to the eight selected projects. It will enable VATAM to increase its visibility and to obtain feedback on the usability of the guidelines.
Results of VATAM are disseminated through VATAM's newsletter, VATAM's Webserver and tutorials and seminars at European and World-wide conferences like MIE and MEDINFO.
The first major exploitation of VATAM's results is the establishment of a consultancy service by two of VATAM's partners in Finland, financially supported by the Technology Development Centre TEKES. This service will provide guidance in setting-up and execution of assessment studies of ICT applications in their country.
