Overview

Scope and goals

The project focuses on the use of telematics technology for clinical and resource management in oncology care in hospitals.
The goal of the WISECARE is to systematically exploit existing nursing data stored in (electronic) patient records for resource management and to assess the impact of the use of advanced nursing informatics application on the management of nursing knowledge.
In WISECARE, the diversity of the patient population, the variability of care, patient outcomes and nursing resources are quantified and made visible through the use of information technology. It is emphasized that the real impact of information technology is not in the automation of existing processes but on the discovery of new ways of organizing nursing knowledge.

Knowledge management

Three important shifts in knowledge management will get high attention in WISECARE :
  1. The shift from knowledge dissemination to knowledge sharing :
    Pooling of experiences and information among partners, will lead to the development of a knowledge base of « best practices » in oncology nursing care. This allows participants to compare and measure their performance against best practices of other institutions.
  2. The shift from individual knowledge to organizational knowledge :
    Knowledge has become a key resource in the health care sector and has to be managed as strategic resource. Herefore, the individual’s knowledge should be made available to the entire organization. This is done by capturing and documenting the day-by-day experience of nurses in knowledge databases. In this way, individual experiences become available to everybody within the organization at any time, regardless of the individual’s presence.
  3. The shift from deductive, prescriptive knowledge to more inductive, experience-based knowledge :
    Often, knowledge is nowadays shared through practice policies, but they are too complex to base day-by-day health decisions upon. However, the experience of nurses captured in the patient record is more suited for supporting health decisions. Therefore, in WISECARE tools will be developed for the exploitation of clinical databases to support clinical decision making with a wide range of parameters.

    Results

    A WISECARE-model will be built, resulting in a nursing data collection tool, an analysis framework, a feedback tool, a technology assessment tool and a patient outcomes measurement tool.
    All data collection will be done at 5 validation sites, where the WISECARE-model will be built and tested, leading to a more knowledgeable and efficient way of care-giving by nurses in oncology settings.
    The results of WISECARE will be made available to the public via the WWW and demonstration oncology sites will be included at the end of the project to enlarge the scope of the knowledge sharing.
