Overview

The objective of the project is to implement and demonstrate in 10 health regions in 9 countries in Europe a patient held smartcard medical record for particular application in cases of medical emergency. The record will be electronically stored in a secure form on the smartcard and may be accessed and updated by general practitioners, hospital specialists, pharmacists and authorised administrative staff. This card application will provide a seamless information key linking primary and secondary health care providers. The smartcard will contain a series of pointers to enable access to Hospital and Primary care databases thereby providing synergy with the wider Healthcare networks. The core dataset will conform with the Council of Ministers decision for the development of the emergency Health Passport and with the Eurocards recommendations. The anticipated results will be a practical demonstration of the efficacy of Smartcards in a diverse range of European Health Care sectors and regions. The implementation in all 10 regions will be interoperable in terms of core administrative and medical emergency information which will be accessible in any Country regardless of which commercial company supplies the smartcard, the reader or the interface system. The project will consolidate the achievements of the concerted action Cardlink ‘1’ and provide a practical testbed for the Eurocards research initiatives. Cardlink 2 is a major step towards providing the citizen with an emergency medical record which will make it easier to take up residence, travel and work in any participating member state because diagnoses, allergies, medications, therapies and vaccination records, next of kin and insurance information, will be made readily available to doctors wherever the patient seeks healthcare. User participation and assessment will be of paramount importance. The project which will involve the issue of a minimum of 100,000 cards will produce detailed evaluation on the user and service provider acceptability of smartcards.
