Overview

CATCH (Citizens Advisory System based on Telematics for Communication and Health) is a two year project with 8 partners from four European cities in Germany, Holland, Northern Ireland, and Portugal. The main aims of this project are:

To carry out quantitative and qualitative research into the citizen’s need for information on health, and
To determine how this need in the developing information society, with its new possibilities and structures, can be satisfied. This also means finding out how Telematics can be used to solve these complex tasks. The solutions are based on up-and-coming information or communication infrastructures.

According to market studies carried out in the four partner countries, health matters have become a main priority in citizens’ lives. The market studies also highlighted the fact that existing information systems are insufficient, do not provide a wide enough selection of subjects, and are directed at experts in their particular field. This does not correspond to user needs.

The idea of an Advisory System for Health, directed first and foremost at European citizens, is based on the results of the market studies. Unlike other existing information systems, it does not primarily address medical experts, but rather the layman. The objective is to create a tool for everyone which can be used without any expert knowledge.

Purpose and objectives

CATCH plans to exploit advanced multimedia technologies in a novel information service on health matters for everyone. It will offer all groups, including elderly and handicapped people, the chance to take preventive action against ill-health, understand symptoms, and generally assume responsibility for their own well-being. The objective of the project is to develop a multilingual advisory service for use anytime and anywhere using modern advanced information and communication technologies to:

provide background information in preventive health
offer data-based and knowledge based facilities to make citizens aware and help them or give them the opportunity to make independent decisions about their own (preventive) health
give European citizens the opportunity to receive information about differences in (preventive) health throughout Europe and take decisions about treatment and health insurance.

Further plans within the framework of CATCH are:

To carry out research into the functional nature and content of citizens advisory systems for health, particularly with regard to cardiovascular diseases
To investigate how this type of advisory system is accepted by laymen and medical specialists in Europe, and
To find out the different possibilities of how to put this system to use.

Results

With the above aims in mind and by using the results so far acquired from the research carried out, several prototype versions for a multilingual and multimedia advisory system for health have been developed. These prototypes are being tested and validated in various ways and in various places in all the partner countries. Different user groups from diverse European countries have already been involved in these activities, which has led to a great deal of useful feedback. The data collected so far from the pilot-testing/validation process is being critically examined and used to make any further improvements which may be necessary.
