Overview

The CHIN initiative is a collaborative enterprise involving seven nations, Finland, France, Germany, Greece, Spain, Sweden and the United Kingdom. It addresses the issue of establishing regional Health Information Networks throughout Europe. Communication and information services and applications are being implemented with the objective to assist professionals in healthcare and social care in improving their working processes with regard to interdisciplinary and inter-institutional co-operation, cost efficiency and total quality management of the healthcare delivery process. The initiative addresses in particular the communication and information needs on the primary care level and takes into account both the requirements of patients and professionals in the context of different European healthcare systems.

Purpose and objectives

Technically CHIN favourises standardised, simple, open and scaleable solutions, for the medical applications (DICOM, HL7) as well as regarding computer and networking technologies (ISDN based Intranets, HTTP). The integration of patient data within larger organisational units is based on the concept of dynamic virtual patient records (HTML). User access the patient records via a standard WWW-interface. Appropriate levels of security are supported depending on the nature of documents and usage environments.

Results

CHIN started operation in Athens/Lavrion, Berlin, Barcelona, North Karelia, Northern Sweden and Scotland. CHIN provides on-line services for professional and public access. Professional health on-line services support various working scenarios between hospital staff and doctors in practices outside the hospitals such as remote access to multimedia patient records, quality control for screening results, referrals and resource planning. Requirements for professional, non-patient related on-line information, e.g. for education or administration are also supported.

Services for public access include web-based regional healthcare resource directories - a presentation platform for regional healthcare service providers - on-line consultation and information for health education.
