Overview

The information system EISOSH will provide the occupational safety and health professionals with easy access to a uniformed and harmonized source of information. The data is available on the internet, but also CD-ROM dissemination can be applied. The information is easy to keep updated which improves the quality of the data. The system will reduce the parallel work and increase the co-operation between organizations in the field. It will provide a tool for epidemiological research as the system can be used to collect exposure data more comprehensively. It helps in setting comparable requirements in all countries.

The content of the modules will be constructed stepwise. Already in the early phase there are some benefits to show. For workplaces and occupational safety and health care professionals the system provides means to make proper selections of personal protective equipment (PPE), to complete the risk evaluation required in protection programs and to plan the occupational health care actions. For the manufacturers the information system provides information about the requirements set for their products, countrywise differences in their use and means to get their products on the list of possible solutions recommended by the expert system. For notified bodies the system provides the possibility to keep the requirements for certification up-to-date, and to have a uniform basis for certification when no harmonized standard is available. The authorities can use the system when inspecting the workplaces and products or when they are performing market control actions. Universities, schools and research units can use the system in education and training as well as in evaluation of research needs.

Purpose and objectives

This project is intended to establish an information system addressing to specific safety and health risks at work. The system will be divided into several modules to cover key areas in risk assessment, control measures, and documentation.

The first services implemented during this project are the selection of hearing protectors, selection of respiratory protective devices, risk assessment of noise, and a management system for documents related to personal protective devices.

The target users of the services are occupational health and safety professionals, universities and other research units, workplaces, manufacturers, authorities responsible for market control actions, notified bodies, users and buyers.

The innovative objectives of the application are:

  1. To develop and create an information system ensuring safety, health, and comfort at the workplaces
  2. To develop expert systems for the management of occupational risks.
  3. To demonstrate the capability of the system by specific examples.
  4. To create facilities for further work aiming to cover all essential occupational risks and the relevant protection measures.

Results

The EISOSH project creates the fundamentals for continuously developing work. New applications can always be added to the system, and new rules should be applied to the old PPE. The project will start to serve the needs of notified bodies and the manufacturers already during the project. Risk management of hearing protectors and respiratory devices will be fully operative during the project. The system will cover the most essential protectors upon completion of the project.

The demonstrator will be restricted to two PPE and the risk assessment of noise.

The information management application will support the co-ordination of work between notified bodies, the manufacturers of PPE, and to a lesser extent the work places. The following subsystems will be implemented:

The selection programmes for PPE will be directly useful for workplaces, dealers of PPE, and safety and health care professionals. The demonstrator consists of the following selection programs: The Protection Against Noise (PAN) project in BIOMED II is developing a European database and an expert system for the prediction of Noise-Induced Hearing Loss at the individual level. The expert system will be installed into EISOSH web server.

The work consists of developing the above-mentioned applications, data gathering methods for them, and ways to distribute the results in several European languages. The pilot version will be available in English.
