Overview

During the phase of the European projects and initiatives, when impressive work is being done to develop, test and implement standards-based widely applicable and communicating healthcare records, it is extremely important to provide several actions aimed at ensuring convergence amongst these various initiatives as well as optimal adequation between user needs, R&D efforts, and standardisation efforts. During the Third framework programme, one such action was organised (April 1993) under the format of an “AIM-CEN Workshop on the Medical Record”, where relevant AIM projects and CEN project teams could exchange interim results

Purpose and objectives

We have organised a “2nd EU/CEN Workshop on the Electronic Healthcare Record”, held on May 25-27 1997, i.e. early enough to influence the latest stages of the ongoing projects towards optimal convergence. It is a “working workshop” with intensive preparatory work aimed at bringing strong cohesion between:

healthcare record users, identified in the current Health Telematics Sector Project clusters,
solutions currently being developed in these projects and other important initiatives at national level,
standardisation proposals from the CEN/TC251 new project team(s) on the electronic healthcare record.

The workshop will offer plenary sessions with presentation of the HCR perspectives of the various projects, project teams, and user categories, and discussion seminars bringing together the various actors around specific HCR topics. The users involved will be representatives from the HCR users identified in the current Health Telematics Sector Project clusters.
The proceedings of the workshop will be published and made available on the internet. Also a book on the Electronic Healthcare Record will be written after the workshop and published.

Results

The main results expected from the discussions held during the workshop are:

Enhanced probabilities of coherent results from current expansive efforts to provide widely applicable and communicating healthcare records.
More rapid delivery of coherent products and standards better fitted with user requirements.
Contribute to the success of the current European Union investment in healthcare telematics (DGXIII; CEN) offering competitive advantages to European industries in this sector, and better services in the healthcare sector for the citizens.
