Overview

Purpose and objectives

IN-EMERGENCY will develop and validate integrated applications from the secrors of Transport, Health care and Environment Telematics in 4 digital sites. It will utilize a common platform and an adequate common infrastructure under real life conditions. The aim is to improve quality of life through integrated incident management, health care emergency response, and environmental monitoring which is based on innovative air quality / meteorological sensing and forecast and telemedical communications. Such developments are instrumental in reducing traffic delay, increasing safety, providing teleconsultancy, enhancing total efficiency of incident management and health emergency response, and in disseminating environmental information across widely ranging environmental conditions or incident emergencies. Major project applications are:

Integration of enhanced incident detection/response operations including decision support and emergency resource allocation/dispatch,
Provision of telepresence for health emergencies including audio-visual communication between incident sites/emergency vehicles and emergency health care centres,
Early warning of adverse environmental conditions for reducing likelihood of incidents,
Continuous monitoring of air quality for informing control centres, health care providers, general public and road users aa well as for providing input to traffic control systems users,
Integration of incident management, interactive health emergency response operations, and environmental monitoring networks, and
Integration of alternative technologies / algorithms, including machine vision, advanced image processing, multimedia, Automatic Vehicle Identification (AVI), Weighting in Motion (WIM), weather data and wide-area detection, and telemedical intervention with multimedia.

Such integration will use GSM or ISDN and will help determine additional incident features (both health and environmental) that are critical in responding to incident/medical emergencies. The applications mentioned will help users to improve and even automate incident management operations through reduction in total response time, increase in quality of health care provision to incident victims (especially in rural areas and vulnerable populations), and by increasing the quality and promptness of delivery information related to adverse environmental conditions to road users and the general public. The project will undertake phases 2-5, of the 5 phase model, starting from phase 2 (Enhanced Functional Specifications). The main effort will be placed on validation (verification and demonstration) of the system in all 4 digital sites. The Digital sites are: Oslo (Norway), Thessaloniki (Greece), South Wales (UK) and Genova (Italy). IN-EMERGENCY will integrate, in a common platform, certain components as well as the expertise and accomplishments of three current projects: IN-RESPONSE (Transport), MERMAID (Health), and EMMA (Environment), and will provide a consolidated emergency support and environmental monitoring system for exploitation.

Results

The results of IN-EMERGENCY will be the following:

Reduction of the total incident response time, reduction of travel delays, increase of system reliability. Setting up of an integrated telemetric, roadway incident, medical emergency, environmental monitoring service. Reduction of air pollution levels and information that can reduce public exposure to air pollution.
Automate procedures related to incident management operation, optimum allocation of resources. Preventing incident medical emergencies from deteriorating by providing expert help via Telepresence. Highly efficient telemedical services based upon direct interaction with medical experts, face-to-face consultation, visual inspection and better local medical skills. Environmental warning to general public, control centres and road users to prevent incidents, reduce exposure and pollution levels by using pollution data as input to traffic control systems. Traffic Management based on Environmental / Public Health criteria.
Enhancement of transport efficiency and hence reduced costs. Specification of an EU standard design to user requirements. Productivity improvement by combining use of local resources with teleconsultation in emergency environments.
Improvement of efficiency contributing to an integrated sustainable European Transport System. Response to the common G-7 and EU policy on “Global Healthcare Applications” and application of generic model for telemedicine. Contribution to EU initiative “Green City”.
