Overview

The state of the art review carried out by the Concerted Action EDUCTRA clearly demonstrated that European health professionals lack knowledge in health informatics and skills in the use of IT. Therefore, EDUCTRA formulated practical guidelines for a European curriculum intended to support the design of courses and training sessions on health informatics for health professionals. The current project builds on the results of EDUCTRA (and also of the ERASMUS project on HC Informatics), with the aim to create awareness about IT in the HC sector and to stimulate diffusion and transfer of information technologies by means of a broad, flexible and modular educational, training and information exchange programme.

Purpose and objectives

IT EDUCTRA project integrates the members and the knowledge of several previously existing projects and consortia (DELTA, AIM, ERASMUS, COMMET and so on) in Health Care, Education and Training on Information Technologies. Specifically, the project take as its main starting point the results and recommendations of the previous EDUCTRA AIM phase Concerted Action and its analysis of the needs of education and training in ITs in the Health Care sector. EDUCTRA concluded that most health care professionals have an inadequate knowledge of the principles of health informatics. Health professionals use PCs for word processing, database management and graphics, but their knowledge of the functions of health information systems in particular and of the possibilities and limitations of information systems in general is inadequate.

Although in a number of countries information systems are not used extensively it is obvious that information systems will be introduced increasingly in health care. activities Besides, decisions about which systems are appropriate are made by professionals who lack the necessary knowledge. It may be concluded that the regrettable situation which exists is unlikely to change in the near future. Although younger professionals have more experience in the use of PCs, they still lack the relevant background knowledge of health informatics. The principles of health informatics are often neglected in the universities, so that also the new generations of graduates are no better informed than current professionals.

Moreover, there is an enormous shortage of professionals who are well trained in health informatics, a situation which seems unlikely to change in the coming years. The challenge facing us is to stimulate health professionals to adopt informatics and telematics as a tool in their working environment. This goal can be addressed by improving the training opportunities in the field of health care informatics, by employing trainers with the relevant background and by the provision of adequate course material.

In this context, the objective of the project is neither to make a university postgraduate training programme in specialists of IT for the HC sector nor to make an information programme, or observatory, for "what is new" or "what is going on" in IT for the HC sector, nor a diffusion programme of HC Telematics results, nor a diffusion programme of standardisation bodies and the like.

Otherwise, the main objective of IT EDUCTRA IS TO BUILD UP A WIDE DIFFUSION AND TRAINING PROGRAMME FOR HC PROFESSIONALS IN THE BASICS OF IT AND IT MEDICAL APPLICATIONS, with a final goal of an audience of about thousands of beneficiaries.
