Although in a number of countries information systems are not used extensively it is obvious that information systems will be introduced increasingly in health care. activities Besides, decisions about which systems are appropriate are made by professionals who lack the necessary knowledge. It may be concluded that the regrettable situation which exists is unlikely to change in the near future. Although younger professionals have more experience in the use of PCs, they still lack the relevant background knowledge of health informatics. The principles of health informatics are often neglected in the universities, so that also the new generations of graduates are no better informed than current professionals.
Moreover, there is an enormous shortage of professionals who are well trained in health informatics, a situation which seems unlikely to change in the coming years. The challenge facing us is to stimulate health professionals to adopt informatics and telematics as a tool in their working environment. This goal can be addressed by improving the training opportunities in the field of health care informatics, by employing trainers with the relevant background and by the provision of adequate course material.
In this context, the objective of the project is neither to make a university postgraduate training programme in specialists of IT for the HC sector nor to make an information programme, or observatory, for "what is new" or "what is going on" in IT for the HC sector, nor a diffusion programme of HC Telematics results, nor a diffusion programme of standardisation bodies and the like.
Otherwise, the main objective of IT EDUCTRA IS TO BUILD UP A WIDE DIFFUSION AND TRAINING PROGRAMME FOR HC PROFESSIONALS IN THE BASICS OF IT AND IT MEDICAL APPLICATIONS, with a final goal of an audience of about thousands of beneficiaries.
In addition, the project has some quantitative objectives which may be summarised in the following way:
In the case of the Web, as an internal and external communication tool, the IT EDUCTRA project has implemented a World Wide Web site ( http://www.fundesco.es/it-eductra/). The main objectives of this web are:
With respect to the results of the demonstration activities, this project wants to contribute to its main objective by spreading the knowledge of IT in the HC sector. At the end of the first demonstration phase, this project will have produced more than 80 new training modules or information packages about IT for the HC sector, some in text, some in multimedia packages, packaged in easy distribution CDs or accessible through Internet in an WWW site, that will be distributed for free, and will have established a mechanism to update and produce more.
At the end of the demonstration stage, this project will have delivered more than 10 courses, and 8 seminars, in 14 European distribution sites, with an average of 20 students or attendants, which gives a global audience of more than 5.000 HC professionals, and will have established a mechanism by which these courses can be also adopted by other institutions, multiplying the final audience in a cascade effect. In order to achieve this, this project has established from the outset a wide network of key figures and decision makers of the HC sector in most European countries, especially with those responsible for education and training.
Target audiences may be classified as follows:
Audience 1. Medical and health professionals without management roles, that is, those who will be trained in and use limited end-user functions of relevant systems (i.e: General Practitioners, External Specialists and Hospital specialists).
Audience 2. Medical and health professionals with administrative and management responsibilities in their services by speciality. They will be required to undertake more system specification, evaluation of proposed solutions and to define the specification of systems access for their subordinates and junior colleagues.
Audience 3. Several professionals linked to centre administration and management (Primary care centres, Speciality centres, Private Clinics, Public Hospitals and so on).
Audience 4. Strategy planners, policy makers, government managers and those managing centrally co-ordinated initiatives.
Audience 5. IT services providers to the health care sector.
