| Mission: | The purpose of CARDLINK 2 is to implement and demonstrate a patient-held smart card medical record for emergency use in ten health regions in nine EU countries. Transferable across them, the record will be electronically and securely stored on the card for access and possible updating by professional medical and paramedical staff. The core dataset will conform to EU emergency health passport and Eurocard recommendations. The project will represent a breakthrough in portable medical records for people moving around the EU, with their entire medical history, including next-of-kin and insurance matters, readily available to doctors anywhere. | ||

The objective of the project is to implement and demonstrate in 10 health regions in 9 countries in Europe a patient held smart card medical record for particular application in cases of medical emergency. The record will be electronically stored in a secure form on the smart card and may be accessed and updated by general practitioners, hospital specialists, pharmacists and authorised administrative staff. This card application will provide a seamless information key linking primary and secondary health care providers.The core dataset will conform with the Council of Ministers decision for the development of the emergency Health Passport and with the Eurocards recommendations. The anticipated results will be a practical demonstration of the efficacy of Smartcards in a diverse range of European Health Care sectors and regions. The implementation in all 10 regions will be interoperable in terms of core/emergency information which will be accessible in any Country regardless of which commercial company supplies the smartcard, the reader or the surface system. The project will consolidate the achievements of the concerted action Cardlink"1" and provide a practical testbed for the Eurocards research initiatives. Cardlink "2" is a major step towards providing the citizen with a portable medical record which will make it easier to take up residence, travel and work in any participating member state because diagnosis, allergies, medications, therapies and vaccination records, next of kin and insurance information, will be made readily available to doctors wherever the patient seeks healthcare. User participation and assessment will be of paramount importance. The project which will involve the issue of a minimum of 200,000 cards will produce detailed evaluation on the user and service provider acceptability of smartcards.

Users involved The users will be Regional Health Authorities, a cross section of citizens and healthcare providers such as General Practitioners, Hospital Specialists, Pharmacists and Administrators in each of 10 Health Regions in 9 European Countries. Technologies and/or approach used The Technology used will be a Patient held Smartcard, capable of being read and updated by readers conforming to open technology standards manufactured by a range of different commercial suppliers. The Smartcards used follow the recommendations from European standardization committees such as CEN TC 224a> and TC 251 Expected benefits for the citizen The immediate availability of Personal and medical information in cases of medical emergency help to eliminate unnecessary clinical investigative procedures. The ready availability of this information will lead to a much improved and efficient treatment service. Expected benefits for the users of the application The ready availability of personal and medical details will lead to a more efficient service. Patient eligibility will be easier to establish and easier availability of clinical information will lead to more cost effective treatment by reducing the need for manual recording of information and eliminating the need for unnecessary tests and procedures. Expected benefits for the European Industries The establishment of open standards and technology solutions will over time lead to reductions in unit costs brought about by the element of competition. The rigid adoption of standards will also lead to an efficient and competitive industry niche for Smartcard and associated components. Contribution to EU-policies The Cardlink 2 project will build on the work of Eurocards Research initiatives and provide a practical testbed for the development of standards in line with the work of CEN TC 224 and TC 251. |
