Mission:FACT is a feasibility study on the interconnection of European databases for cardiovascular diseases, on which it has represented the European component of a G7 healthcare application sub-project. The many ongoing actions of the latter include the provision of a telematics link among centres of excellence, major operational centres and single users, and telematics support for clinical decision-making. FACT was prominent on the agenda of the 1996 G7-H3 Consensus Conference in Rome, one of the aims of which was to enhance communication between project users such as health authorities, government bodies and industrial partners.

Project Objectives, Summary Description and Anticipated Results

The present feasilility study is dealing with the innterconnection of European databases for Cardiovascular diseases. It represents the European component of the G7 Healtcare Application Sub-project 3 (G7HCSP3), on cardiovascular diseases. The aims of Sub-project 3 are the followings.

  • To build a telematics link among centres of excellence, major operational centres and single users..
  • To provide telematics support for clinical decision making based on remote personal expert advise and on computer based decision support.
  • To create a network of distributed databases containing alpfanumeric data, statistical and dynamic images and biosignals.
  • To evaluate major specific professional user needs in G7 countries.
  • To carry out a survey of existing examples of statified system of care, common standards of referral practice, telematics links and databases.

  • The identification and creation of user groups.

  • The definition of general specifications of the overall system and network design.

  • The identification of common clinical descriptors and technical specifications of multimedia databases.

  • The access the quality control procedures of the overall project management and data.

    All these actions are currently ongoing. Because of the heterogeneity of local healthcare policies and medical practices, continuous monitoring and coordination of the action proposed by G7HCCSP3 is mandatory.

    Coordinated efforts will also focus on gaing investment from industrial partners, either those currently involved or those who have expressed an interest in the project.

    The FACT support action will help to prepare for the G7HCSP3 Consensus Conference (to be held in Rome on 15/16 February 1996), the purposes of which are:

    • to present the results achieved so far and the work in progress.

    • to increase communication among the different layers of users/actors involved in the project, with particular emphasis on the interaction between\health authorities, government bodies and industrial partners. This increased communication is specifically aimed at promoting the involvement of government bodies and industrial partners.

    • to promote standardisation and consensus on issues not yet standardised.

    • to create the basis for a feasibility study and pilot running modules that will, eventually, be cross-validated.
