Summary: Developing and distributing training materials and courses dealing with Healthcare Telematics to over 5000 Health professionals by means of a flexible and modular training programme.
Mission:This project contributes to the declared EU objective of telematically linking private health sector services, by spreading knowledge of information technology (IT) among them. Initially, it will produce free updatable IT modules or information packages for demonstration courses and seminars for well over 5000 professional staff. Supported by health training executives, IT EDUCTRA will also build on EU plans for a flexible health staff informatics curriculum, including a training and information exchange programme. Multimedia publishers will be invited to collaborate in ensuring wide distribution and use of courses.

Project Objectives, Summary Description and Anticipated Results

The state of the art review carried out by the Concerted Action EDUCTRA clearly demonstrated that European health professionals lack knowledge in health informatics and skills in the use of IT. Therefore, EDUCTRA formulated practical guidelines for a European curriculum intended to support the design of courses and training sessions on health informatics for health professionals. The current project builds on the results of EDUCTRA (and also of the ERASMUS project on HC Informatics), with the aim to create awareness about IT in the HC sector and to stimulate diffusion and transfer of information technologies by means of a broad, flexible and modular educational, training and information exchange programme.

In this sense, IT EDUCTRA project wants to contribute to the objective settled by the Bangemann report: Major private sector health care providers linked on a European scale. First level implementation of networks in Member States linking general practitioners, specialists and hospitals at a regional and national level by end of 1995, by spreading the knowledge of IT in the HC sector.

It is a very practical project in the field of the education and training of the Healthcare (HC) professionals in Information Technologies. At the end of the first demonstration phase, this project will have produced more than 150 new training products or information packages about IT for the HC sector, some in text, some in multimedia packages, packaged in easy distribution CD ROM or accessible through Internet in an WWW node, that will be distributed for free, and will have established a mechanism to update and produce more.

At the end of the project, IT EDUCTRA will have delivered more than 10 courses, and 8 seminars, in 14 European distribution sites, with an average of 20 students or attendants, which gives a global audience of more than 5.000 HC professionals, and will have established a mechanism by which these courses can be also adopted by other institutions, multiplying the final audience in a cascade effect. In order to achieve this, this project has established from the outset a wide network of key figures and decision makers of the HC sector in most European countries, especially with those responsible for education and training. Users involved
Users are involved in two ways: first, they will be following the courses and seminars in the 14 validation sites. Up to 5.000 students are expected in the demonstration phase. Second, they are represented institutionally in the Advisory Board or USERS FORUM.

Expected benefits for the citizen
A better knowledge of the HC professionals of IT will accelerate IT use in the HC sector, increasing quality of the service, and allowing for new applications where also the citizen may directly connect and link to the HC communications services.

Better facilities for training in IT and using it for training.
Expected benefits for the European Industries
Increasing demand for IT (Information Technologies) in the HC sector. Better knowledge by the HC planners will allow for long term investments.
Contribution to EU-policies
IT EDUCTRA is closely related to the EU policies. In the Bangemann report an Action Plan was proposed in which two of the applications under test investigation were ‘Distance Learning’ and ‘Healthcare Networks’. IT EDUCTRA deals with these two domains as stated in Project Objectives summary description.
