Summary: A decision support system in elderly care will be established for strategic planning and policy development as well as analysis in healthcare of the elderly.
Mission:PLANEC is aimed at an intelligent information system for administration and planning of State sector and other forms of care for elderly people. It is expected to lead to a validated marketable prototype, and an appraisal of IT (information technology) needs and potential for welfare planning. A specialized key terminology for comparative research will be an additional benefit. Project demonstration will cover a database on demographics and other aspects of care services, a module for their monitoring and evaluation, and simulation of alternative care systems.

Project Objectives, Summary Description and Anticipated Results

The PLANEC-project designs, develops, demonstrates and evaluates an intelligent information system for socio-economic monitoring, evaluation and strategic planning of elder care. End-users of PLANEC are care policy actors responsible for organization, administration and economy as well as for planning and development of elderly care (e.g. national, regional and local authorities, care providers, financing agencies) and researchers in the socio-economics of care. The anticipated results of the PLANEC-project are a verificated and demonstrated prototype application with relevant market analysis, an analysis on needs and potential of IT on the care planning at the European level, and a key terminology with scientific specifications and operationalisations (PLANEC-indicators), relevant to the evaluation of performance and comparative research of care.

The PLANEC-demonstrator will compose of

  • a relational database on demographics, socio-economics, demand and supply of care services, resources and finance. Facilities for electronic data interchange linked to the World Wide Web will be included
  • a module for sosio-economic monitoring and evaluation of care including various system-level performance indexes (effectiveness, economy, efficiency of care system)
  • basic modelling facilities for simulation of alternative care systems.

The PLANEC-application will be developed in an iterative development process involving the users, researchers and software engineers, ensuring that key requirements such as user friendliness, flexibility and adaptability at the European level will be met. PLANEC will run on a PC in a Windows-environment, thus enabling the use of the application in distributed computer systems.

Other Characteristics of the Project:

Users involved
As end-users welfare and health authorities, care providers (public, voluntary) and care insurers, as well as universities are involved in the national and international user groups of the project. As intermediate users of the application care planning consultants and advisers are involved.
Technologies and/or approach used
The PLANEC will be developed stepwise in an iterative development process with users, following the five step -model of application development process (need specification, functional specifications, system design, building up a demonstrator, verification and validation of it).
Expected benefits for the citizen
Increased equity in care delivery, increased safety in the case of frailty.
Expected benefits for the users of the application
Inreased efficiency of macro level care management, economy of care function, performance of the care system. Increased opportunities to develop and maintain a well-performing care policy for the elderly, increased possibilities for comparative research and exchange of experiments between European countries
Expected benefits for the European Industries
The development of PLANEC-application will increase the knowledge of European IT-industry on the markets of intelligent decision support systems.
Contribution to EU-policies
By supporting development of well designed, needs-responsive and well-performing care policy models, PLANEC promotes implementation of the Community Policy for the Elderly. PLANEC also contributes in an excellent way to the Information Society in Europe.
