Mission: A European forum will be established for exchanging information and proposing actions on the legal implications of electronic patient records in a regional health care network. Security aspects of the protection of patient privacy and the legal accountability of medical professionals and administrative staff will be considered, using results from two earlier projects: TRUSTHEALTH (Trustworthy Health Telematics) and ISHTAR (Implementing Secure Healthcare Telematics Applications in Europe).

Project Objectives, Summary Description and Anticipated Results

The scope of this accompanying measure is to assist health care provider groups using regional health care networks to establish necessary security services required both for protection of patient privacy and to provide legal accountability of medical professionals and administrative staff. A key function is to achieve a secure identification of professional users of telematic services, electronic records and in the future also of patients.

The activity will cluster the regional health care network projects within the health telematics sector and also target other regional and national user groups operating health care networks. The project will collect experiences from major regional health care networks throughout Europe with regard to security problems and convey good examples of solutions to the user groups.

The activity will use the experiences and services developed within the TrustHealth project for cryptographic security services supporting user authentication as well as digital signatures and confidentiality protection. The experiences from the ISHTAR project on security guidelines will also be channelled through this activity as relevant to the regional networking. The project will provide directed implementation assistance to health telematics projects that would put the security services developed within the TrustHealth project on trial.

The project shall also create a European forum for exchange of information and for proposing actions at the national and European levels regarding the legal implications of electronic identification and digital documents.

Thus, the project is preparing for the harmonised introduction of security services for health care in Europe specifically focusing on digital signatures that should be ready before the end of the century.

Other Characteristics of the Project:

Users involved
User groups will be established based on networking projects from all countries of the European Union clustered in three groups: Western and Southern Europe, Central Europe and Northern Europe (including the EFTA partner Norway. In addition representatives of the European Union overseas partners and the G7 countries interested in security solutions for the global information society will be invited.
Technologies and/or approach used
Interoperable security application interfaces based on smart cards and digital signature techniques supported by a structure of Trusted Third Party Services developed within TrustHealth for issuing smart cards and providing on-line directory services for cryptographic certificates.
Expected benefits for the citizen
This accompanying measure will support the protection of patient privacy in open regional, national and cross-border systems.
Expected benefits for the users of the application
Appropriate security services are a prerequisite for taking the health care networks into routine use supporting exchange also of sensitive clinical information.
Expected benefits for the European Industries
European Telecom operators as well as providers of IT-systems for health care applications will benefit from the establishment of security services supporting large scale routine use of telematics.
Contribution to EU-policies
This project will assist in complying with the European union policy on Data Protection and the policy for promoting the Information Society using telematics. The open type of security solutions that will be promoted supports the free movement of people and the internal market.
