Mission:TASTE is an accompanying measure to assist assessment of tele-neuro-medicine (TNM) services, with Telematics Programme projects in TNM a first target. The initiative will produce guidelines for TNM applications deployment and the professional assessment of TNM services, and a methodology to assess the impact of technology in TNM image transmission networks in terms of patient care and comfort. TASTE workshops, participation in an international congress and a technical letter will be among means used to publicise the project, which will benefit healthcare providers and enable better targeted industrial development in the field.

Project Objectives, Summary Description and Anticipated Results

TASTE is an accompanying measure to assist decision makers in the assessment of tele-neuro-medicine (TNM) services. A first target are the projects of the Sector involved in TNM. A broader diffusion of the deliverables of TASTE will, however, benefit to the healthcare providers in Europe and help industrialists to better target their developments. Neuro-medicine involves neurology, neurosurgery and neuroradiology.

The objectives of TASTE are to produce:

  1. Guidelines to set priorities for the deployment of tele-neuro-medicine (TNM) applications.
  2. A methodology to assess characterisation, performance and impact of technology, focused on image transmission networks in TNM. The main concern is the ability to evaluate the actual impact of these technologies in terms of quality and organisation of care, comfort of the patients and socio-economic issues
  3. Guidelines for the assessment of TNM services by healthcare professionals.

    These deliverables will not be just paper sheets, but soft "intelligent documents" (accessible on a Web site) directly exploitable by the users.

Other Characteristics of the Project:

Users involved
  • the Advisory Board composed of representatives of the Swedish Council on Technology Assessment in Health Care (SBU), the European Association of Radiology (EAR), the Société Française de Neurologie (SFN) and the European Association of Neurosurgical Societies (EANS),
  • the cluster of projects involved in Tele-Neuro-Medicine,
  • the persons having completed the questionnaire.

  • assessment methods of telemedicine in neuro-medicine, involving neurology, neurosurgery and neuroradiology

Expected benefits for the citizen
  • more secure and more cost-effective development of Tele-Neuro-Medicine applications.
  • the acceptance of reimbursement of Tele-Neuro-Medicine services by insurance organisations and other payers will be facilitated as these bodies will have a tool to appreciate the benefits on quality, organisation and costs of cares.

Expected benefits for the users of the application
  • tools to evaluate the actual benefit of implementing Tele-Neuro-Medicine services,
  • assessment of the benefits and evolution of the actual regional Tele-Neuro-Medicine networks
  • acceleration of the process of deciding the implementation of Tele-Neuro-Medicine services

Expected benefits for the European Industries
  • faster and more efficient targeting of their development
  • put on the market products adapted to European needs and requirements and thus, increase their competitiveness.

Contribution to EU-policies
  • Telemedicine is a stake in terms of quality and organisation of cares, comfort of the patients and socio-economic issues. Tele-neuro-medicine is definitively a good case study to verify this assumption.
