Project Objectives, Summary Description and Anticipated Results

The main goal of TELECAT is the efficiency in Health Care Telematic Systems Implementation addressed to the main responsible agents of local or Trans-european Telematic Applications. The decision ofwhether or not, where, and how to invest (in Telematic Systems Implementation) in order to obtain the optimum revenue on health care quality, work improvement, and financial or socio-economical return, are also key issues to deal in TELECAT. The present support action is an immediate consequence of the conclusions of the G7 Ministers Meeting of February 95 on the Implementation of Information Systems in Health Care and of the interest of the Health Care Department of the Autonomous Government of Catalonia in the Implementation of Telematic Applications. The original project included three phases:
  1. conceptual preparation and organisation of the Symposium.
  2. realisation of the International Consensus Conference, Symposium and Exhibition, and
  3. elaboration of the conclusions, diffusion and implementation.
The present version of the support action deals with the first preparatory phase, with a final conference or workshop in Barcelona, as a step for the future realisation of the foreseen TELECAT Symposium and Exhibition. The building of a conceptual framework for a strategical planning, and a set of guidelines for the Implementation of Telematic Systems in Health Care, are the current goals. The identification of the key issues on implementation of Telematic Systems will be achieved by a survey of the Health Care specific domain and of the corresponding contextual financial, organisational, and industrial components. The application of qualitative statistical techniques within an extended panel of European experts, and the comparison with the analysis of selected European projects, will allow to consolidate the expected results. The TELECAT Consortium, composed by a wide spectrum of organisations, in which the public administration, university, standardisation bodies, research organisations, hospitals, consultancy agencies, telematic industry and telecommunication enterprises are represented, has the potentialities to face successfully this important challenge.

Other Characteristics of the Project:

Users involved
TELECAT bases its results in the opinion of a selected group of users which is the target of the Delphi inquiries. The identification of key specific user needs for the implementation of Telematic Systems in Health Care constitutes the main goal of this project.
Technologies and/or approach used
The technologies to be used are multiple: literature survey, brain storming, creative writing, qualitative statistical methods, focused interviews, nominal group techniques, Delphi technique and other consensus building procedures, scenarios description, methodological analysis, systems design, and quantitative statistics.
Expected benefits for the citizen
The resources sparing, and the improved efficiency in the implementation of telematic systems will accelerate the overall implementation of the "Information Society" in health care, with the consequent improvement in quality of care and the increase in goods production by developers and industries.
Expected benefits for the users of the application
Easier definition of strategies. An orientative framework for the implementation of telematic systems in health care that will allow the transfer of knowledge among the representatives of all sectors involved in the above-mentioned decision-making process.
Expected benefits for the European Industries
The acceleration and improvement of implementation procedures will increase the production and clarify the negotiation processes prior to the general use of the products.
Contribution to EU-policies
The results of TELECAT are addressed under an European perspective to the next stage of the Telematics Applications Programme, that will be targeted to the implementation phase of all previous research. All participants in the current research programmes would benefit from TELECAT.
