The goal of this project is to exploit systematically clinical nursing data stored in electronic patient records for clinical and resource management. This will allow a shift from individual knowledge to knowledge-sharing, which will lead in the end to better patient care. The project uses a workflow information model in which the diversity of the patient population, the variability of care, patient outcomes and nursing resources are quantified and made visible. WISECARE meets the needs of many nurse managers in Europe dealing with questions of nursing workload and nurse staffing for better quality care.

Project Objectives, Summary Description and Anticipated Results

In Europe, nursing services represent 40-60% of the national healthcare budget. The impact of nursing care on the total quality of care for patients has never been evaluated.

The goal of WISECARE is to systematically exploit clinical nursing data stored in electronic patient records. Electronic patient records have been used so far primarily for interactional purposes and individual patient care. In the WISECARE project, data in the electronic patient record, are exploited for clinical and resource management. This will allow a shift from individual knowledge to knowledge sharing what in the end will lead to better patient care.

Sharing the experiences and the database with other institutions, will lead to the development of a knowledge base of "best practices" in nursing care. This allows participants to compare and measure their performances against best practices of other institutions. Networking will be supported by advanced technology.

The project uses a workflow information model. In WISECARE the diversity of the patient population, the variability of care, patient outcomes and nursing resources are quantified and made visible. WISECARE meets the needs of many nurse managers in Europe dealing with questions of nursing workload and nurse staffing for better quality care.

The validation and demonstration of WISECARE focuses on oncology care. The European Oncology Nursing Society (EONS) is actively involved in this project. Five European sites will participate in the verification phase. Validation will take place in up to another five sites.

Other Characteristics of the Project:

Users involved
WISECARE will be demonstrated in oncology settings within hospitals, ambulatory care and one day clinics. The European Oncology Nursing Society is actively involved in every stage of the project and will participate as a full partner.
Technologies and/or approach used
State-of-the-art technologies, such as natural coding systems, advanced statistical data analysing tools, multimedia presentation tools, Lotus Notes network, CD-ROM, WWW network servers, will be used to collect and process data and to feedback information.
Expected benefits for the citizen
Knowledge sharing and comparing own local practices with internationally disseminated bench mark data for patient outcomes and resource use, will help in clinical management to support "best practice" patterns. The general public and the European citizens will benefit this project.
Expected benefits for the users of the application
WISECARE will be beneficial for oncology nurses in supporting clinical management. WISECARE will be beneficial for clinical directors in supporting staffing and budget decision making by quantifying the contribution of nursing to health care.
Expected benefits for the European Industries
European industries will benefit by providing software to integrate the mass of sofar unexploited clinical data into clinical and executive management systems. European businesses are involved in all stages of the project.
Contribution to EU-policies
The project lies within all the major guidelines of the EU and the Telematics Applications Programme to use Telematics to support quality of care. The project outputs will give quantified information on the professional activity of the largest user group (nurses) in the health care sector.
