2. Category of Service and Description:
This notice covers the domain of the Promoting the Homogeneity of ISTweb related services under the category n° 11, CPC reference n° 865, 866.

This invitation to tender aims to secure the services, skills and experience necessary to give a sense of homogeneity (a common look and feel) to a Commission web site for the research programme "Information Society Technologies(ISTweb). The contributions provided by contractor must raise standards of presentation ISTwebits accessibility and ease use consistent application a house style agreed adopted Chief Editors.

Ultimately, the aim is that the public's perception of the IST Programme should be consistent with the high quality of work being performed by its projects, and the continual efforts being made to integrate and focus research efforts on the related policy objectives of the European Union. An increased awareness of "what IST is", the quality and impact of its research results, and the ready identification of this with the Community's Research Framework will do much to convince the general public, businesses, academia and policy makers that their investment in the Programme has been justified.

7. Time limit for completion of work:
The duration will be 24 months.

(a) Name and address of the service from which the Terms of Reference for the services may be requested: as in point 1;

(b) Final date for making such requests: 48 calendar days from date of dispatch of notice - see point 19;

(c) Requests for the terms of reference for the services may be made by facsimile or letter: When requests are made by facsimile, they must be confirmed by letter dispatched before the expiry of the time limit referred to in paragraph 8(b).

a) Persons authorised to be present at the opening of tenders: Official representatives of the European Commission and one authorised representative of each tenderer;

11. Deposits and guarantees:
The contractor may be requested to provide the Commission with a guarantee equal to the amount of any advance obtained.

12. Main terms concerning financing:
The service will receive 100% funding.

13. Legal form in the case of group bidders:
Tenders may be submitted individually or jointly. If two or more applicants submit a joint bid, one must be designated as the lead contractor and agent responsible.

14. Information concerning the tenderer's position:
The tenderer will be required to provide economic and technical information for appraisal purposes. These requirements will be specified in the terms of reference.

15. Validity period:
6 months.

16. Evaluation Criteria:
Will be included in the terms of reference.
