In 1994 the Ministry of Health issued a strategic health informatics plan, incorporating the implementation of Hospital Information Systems but also including several other initiatives:

Health Insurance smart card-based project for civil servants
Information system for the national ambulance service
Information system for transplantation co-ordination and control
Information system covering transactions between hospitals and insurance organisations on patient charges
EDI-based hospital procurements
National blood-bank information system
Primary care information system
Medical Libraries information system
Telemedicine
Most of the projects are currently at the stage of requirements specification, after preliminary analysis, followed by preparations of the relevant call for tenders for their gradual implementation. This plan is jointly financed by the Ministry of Health and the European Union.

The first phase involved information systems being installed in fifteen (15) major hospitals covering mainly administrative applications, while medical/nursing applications are under development.
