A major reorganisation of the hospital services is planned by the year 2000. This reorganisation will reduce the number of acute beds, increase the number of long-stay beds and merge the current 18 hospitals into 4 major hospitals, plus 3 or 4 local units. Associated with the reorganisation are new laws fixing the rights and obligations of patients and restructuring the hospital organisation and management.
There has been a political decision to make major investments in information technologies, integrated into the government's quality systems installation policy. The major aims are to optimize existing systems, achieve effective management of the health care system and to reach better quality services at equal or even lower cost.
In order to achieve these goals, several national projects have been set up :
LUXIS (Luxembourg Information System)
This project, which is a cooperation between the EHL (Entente des Hopitaux Luxembourgeois), the UCM (Union des Caisses de Maladie), the Socrates Network Ltd and the Centre de Recherche Public Henri Tudor, aims at working out a `schema directeur' (masterplan) for the installation of information technology in every hospital of Luxembourg.The result will be a White Book, containing guidelines about:
- the implementation of HIS's (Hospital Information Systems) in all hospitals,
- migration of existing systems to new;
- integration and/or interoperation of the different solutions,
- management of maintenance and evolution aspects of the solutions,
- consultation, training and awareness programme for the staff involved.
Installation of modern communication networks in different hospitals
Lux HealthNet
In September 1995 a pilot project was started to develop and install a national, value added network offering telematic services to all the professionals working in health care and/or social security. The partners of this project are the P&T (Luxembourg Telecom), the UCM (Union des Caisses de Maladie), the Ministry of Social Security, the Ministry of Health, the LNS (Laboratoire National de Santé), the hospitals of the South of Luxembourg and the Centre de Recherche Public Henri Tudor.The main objectives of the project are :
- definition and implementation of a national network infrastructure relying on ATM and ISDN together with the Luxembourg Telecom,
- creation of a decentralised laboratory infrastructure in order to be able to share specialised
- equipment as well as results,
- definition of a medical imaging strategy for the hospitals of the South
- communication (data exchange, client-server applications, secure connections to Internet),
- data management
Installation of a secure telematic connection between HealthNet and the CISS (Centre Informatique de la Securite Socialé) This project aims at being able to exchange administrative data between the hospitals and the Social Security organisations (CISS, UCM)
