  IST Programme Calls of 19 March 1999

STRUCTURE OF THE 5th Framework Programme

Here is a short summary of the main issues. The bulk of cost-shared R&D activities has been concentrated in only 4 "Specific thematic programmes". So, thematic programme 2, "User Friendly Information Society" is the coalescence of the previous ACTS, ESPRIT and TAP programmes.

Each thematic programme is subdivided into "Key actions" and 3 "horizontal activities (Future and emerging technologies, support to R&D infrastructures and International Cooperation). Within this structure, thematic programme 2 – also called IST (Information Society Technology) – should have the following key actions:

KA1) Systems and services for the citizen

KA2) New methods of work and electronic commerce

KA3) Multimedia content and tools

KA4) Essential technologies and infrastructures

Each key action is subdivided into "Action lines". For example KA1 of IST has both "health" and "persons with special needs", amongst others. But you should be aware that health can also be part of the horizontal activities as defined above and also of other key actions as for example KA2 (Electronic commerce) or KA4.

For the picture to be complete, you should also know that biomedical research is within thematic programme 1 "Quality of life and management of living resources".

This is a workshop organised by the Health Telematics sector of the Telematics Applications Programme. This workshop, which takes place during a "concertation meeting" of on-going projects, is open without inscription fees to any person interested. The Telematics Applications Programme (TAP) is organising a conference on the theme "Advancing the Information Society" in Barcelona from Wednesday 4 to Friday 6 February 1998.

Message:

Day 1, Wednesday 4 February is a "cross-sectoral concertation meeting" on present state of the art in technological development restricted to EU funded projects.
The following days are open to all.

Day 2, Thursday 5 February will highlight the achievements of telematics research in Europe in the last ten years, under the theme "Telematics at your service".

Day 3, Friday 6 February will present future perspectives for the forthcoming specific programme "Creating a user-friendly Information Society".

An exhibition will be held in parallel from Thursday 5 to Saturday 7 February 1998 and present key achievements of the Telematics Applications Programme.

Registration fee is 250 ECUs/person for the whole duration of the conference.

As this is a "programme" event and not a "sectoral" event not all projects will be able to make a presentation or be present at the exhibition. Health telematics projects should consult their Project Officer for more information on their possibility of presence.

Information Society Call for Proposals (Deadline 20th June 1997)

Message:

The Information Society Activity Centre (which includes the Information Society Project Office ISPO) has launch a Call for Proposals. The budget for the call is 6 MECU. Proposals will be funded normally at 50% and will have to be submitted by the 20th June 1997. The areas of work are:

  • Helping to establish the Information Society by promoting the use of concrete applications.
  • Understanding the political, economic and social impacts of the information society.
  • Accompanying measures.

This is not call for RTD proposals, but for demonstration actions, studies and accompanying measures. However, many RTD projects could find this call useful to promote results, diffuse best practices and undertake specific studies.

Call for Proposals under TEN

A call for proposals has been issued under TEN (Trans-European Networks) in the domain of Euro-ISDN (call for proposals TI 1/97, Official Journal C84 of 15.3.1997). Trans-European telecommunications networks for health are called for, amongst others. The deadline for submission is 20.06.1997 (16:00).

Information on the Fourth Call for Proposals

Message:

The fourth call of proposals for the TAP (Telematics Applications Programme) has been issued on December 17, 1996. All information regarding this call (official text, workprogramme, information package, other related calls) can be found at http://www.echo.lu/telematics/. More specific information can be obtained by fax: +32 2 295 23 54 of by E-mail: telematics@dg13.cec.be. The closing date for submitting proposals in the health sector is 15 April 1997.

Some additional information to help you gain a better understanding of the health care part of the call is given in the following documents. It should be made clear that these documents are provided to you for assistance in determining the goals of the call but that the only official texts are those provided with the information package. Our general advice is that, before embarking in the time and resources consuming task of preparing a proposal, you read the information package carefully and make sure that the work you propose falls perfectly within the scope of the call.

In order to help you further in your making proposal, we (the "health telematics team") have opened a special forum for "questions and/or comments" on this fourth call. Although we will only begin answering the questions at the end of January 1997 because of the workload, nevertheless we recommend that you put your question or comments early, so that we can have sufficient time to prepare a well documented answer. You should also be aware that you can use the "profiles of interest" facility of this site to advertise your availability and/or for your needs of partners.
