The number of proposal received is small as this domain is completely
new, and this number would be expected to increase in the future.
In particular, additional R&D activities should be supported
in the domain of health appliances and information to the citizens
for the maintenance of their health in the work place, during
leisure time, at home, etc. These activities should support the
new EU public health policies.

Universal access postulates the design of products or services that are
accessible, usable and ultimately acceptable by potentially everyone,
everywhere and at any time. IS4ALL will establish a Working Group
for the advancement of the practice of universal access in one
critical application domain. This interdisciplinary and closely
collaborating network of experts will consolidate existing knowledge
in universal access in the context of IS technologies, translate
it into concrete recommendations, and demnstrate their validity
and applicability in the application domain of Healthcare Telematics.
To this end, IS4ALL will develop a validated code of practice
for appropriating the benefits of universal access in the Healthcare
sector and undertake a range ofoutreach activities to facilitate
awareness of the European Healthcare industry. Additionally, ISA4LL
will liase with a variety of European and international organisations,
institutions, consortia, and special interest groups.

Europe has always been up with the best at research in
Healthcare IT, though there is a lack of joint impulse of the
Member States in terms of exploitation due to the fact that their
policies and practices often diverge.
From the industrial point of view, companies usually operate
in language-bound territories, and are eventually swamped by companies
from larger home markets.
WIDENET proposes to deal with these shortcomings in healthcare,
specifically in healthcare records. It proposes 1) to continue building a network of national centres
following the model of the already successful PROREC Belgium centre,
to deal, among others, with the exploitation problem, and 2) to
establish an international European leaded organisation to coordinate
the network on the European scale and strengthen successful suppliers.
They offer a response to the European Parliament’s call for high-quality
healthcare to be available to every citizen regardless of where
he is, and to the Commission’s related aims to raise the quality
of life.
The measures consist
of raising awareness of the issues in the healthcare sector, building
independent criteria and offering services for evaluating and
purchasing IT solutions, and a degree of accreditation of companies,
health telematics services and products.

The purposes of
the accompanying measure are:
- to address in a pragmatic manner the problems which are inhibiting
the successful
achievement of telematic solutions in healthcare across the EU
- to bring together in a common democratic forum the different
actors concerned with healthcare delivery
- to carry out consensus work agreed between the different categories
of actors represented in the EHTEL Association
- to stimulate the creation of similar initiatives between healthcare
actors at national and
regional levels
